Respected Madam

Lok Satta Party takes up issues of public interest with an aim to find viable and amicable solutions in conjunction with the local government in furthering the cause of the citizens.

Lok Satta Party on behalf of our auto owners/drivers members all over Delhi would like to highlight the plight of auto owners/drivers who are being harassed by the authorities:

-    There is no fixed timing for their operation. As soon as they leave their homes the day starts for them with no end timing and break for lunch. Owners/drivers as per directions of the Police have to continue taking passengers when empty even though stopped for lunch or when going back home empty. In the absence of any sign doubts arise in the minds of everyone as to the intention of the driver/owner. We suggest the following:
o    Fixed time of 12hrs be applied with 1hr for break
o    When they are completing their work they be permitted to tie/cover the meter which will indicate that time is over.
o    A placard should be provided indicating their hours of operation including lunch time and also one indicating TIME OVER/GOING BACK HOME.
o    Every auto should carry a sticker/or be painted on the auto depicting clearly the following:
Name of owner
Name of Driver

Permit Number
Time of Operation including lunch break
-    They are repeatedly harassed by Police Department when they refuse the customer and for the same offence they are fined twice. They are given two memos u/s 66/192 – FIRST they have to appear in court and pay fine and SECOND when they go to get the auto released from police. This is unpardonable and grave non-dispensation of justice under law. Incase of accidents when auto drivers/owners provide assistance to the victims they are penalised by police and hospital authorities and treated as perpetrators of crime resulting in no support for victims on road in case of any accident/crime. We suggest as under:
o    Dual penalty anomaly should be addressed/removed urgently.
o    In the event that any auto driver/owner has provided assistance to any victim they should be allowed to go instantly by submitting photocopy of their ID card/Permit or any photo identification card and not be treated as a criminal.

-    Presently in Delhi there are no auto stands where autos can be parked or stationed for citizens to avail of the facility. This is a hinderance to both citizens and drivers and reason for most of the complaints. Drivers/owners have to continue to move around spending scarce CNG resulting in increased costs for them. Similarly customers have to wait long duration or at times walk long distances before any auto is available inconveniencing all. We suggest the following:
o    Temporary Auto Stands for atleast 5 autos be created at all metro stations
o    Temporary Auto stands for atleast 4-5 autos be created near all major localities
-    Outer areas like Narela, Bawana are mostly secluded at night or after sunset and many areas/roads have no lighting which is both dangerous for drivers/owners and passengers. Keeping the security of all in mind we suggest that:
o     Delhi Police should have increased patrolling in far flung and open areas
o    Roads should be well lit to avoid any accidents or incidents.
-    Auto drivers/owners are presently bereft of any quality medical assistance in the event of any mishaps occurred during duty or otherwise. As the government and they being citizens of Delhi it is paramount that all citizens receive good quality medical assistance both at Government and/or private hospitals. We suggest as follows:
o    Create a mediclaim or medical insurance of Rs.300,000 for them and family
o    All government and private hospitals should be covered under the same and provide quality medical assistance to them on priority.
-    Autos are purchased by owners and the value comes to approx. Rs.500,000-635,000 whereas the normal cost of an auto with permit is Rs.165,000 approx. What has the government done in this regard to stop this loot. We suggest that permits should be dissolved for autos and people should be free to ply after registering with the nearest Police Station.

We hope you will heed to our suggestions and issue necessary directions to the State Transport Department to issue fresh guidelines/strictures to bring semblance in the life of Auto Drivers/Owners.
